Elkanah Green Cullen "EGC" Williams was the son of Duke Williams and Laney (Powell) Williams. He was born 4 November 1827 on his parents plantation along Logmill Road in Yatesville, Upson County, GA. His father was one of the earliest settlers of Upson County and served several terms as a Georgia State Representative. EGC's brother, Julius Caesar Williams was Mayor of Thomaston from 1892 to 1896.

EGC married Mary Middlebrooks of Jones County in 1849 and had at least nine children including Frances "Fannie" Williams, Mary "May" Williams, and Emma Williams, all of whom are buried near their parents in the Williams Cemetery. EGC served in the Confederate Army in the Upson County unit known as the "Holloway Grays" during the Civil War and fought at the Battle of Murfreesboro, Tennessee.

Both EGC and his wife were respected members of the New Hope Primitive Baptist Church near Yatesville. EGC died 29 September 1900 and his wife, Mary, died 21 December 1913.
